Public Records Requests
Washington law requires state and local agencies to make public records available to the public. This law, the Washington State Public Records Act RCW 42.56, supports the public's right to be informed about what their government is doing. The Act also lists certain public records that do not have to be disclosed. These exemptions are intended to prevent unreasonable invasions of personal privacy or the use of public records for personal or commercial gain. The Act also requires that the public records requested are "identifiable." Your public records disclosure request must include a reasonable description that would allow a Impact Public Schools employee to locate the records. A general question is not a public disclosure request.All Public Records requests must be directed to the Public Records Officers.

Complaints
Most complaints can be resolved by informal discussions between community members and the staff
member. Should the matter not be resolved, Impact Public Schools has a comprehensive Complaint Policy and Procedure. In addition, IPS has explicit civil rights policies related to Nondiscrimination, Prohibition of Harassment, Intimidation, and Bullying, and Prohibition of Sexual Harassment, and will implement these procedures as is appropriate based on the nature of the complaint.
General Complaint Process:
- Step 1: Informal discussion about the complaint between community members and the staff member.
- Step 2: Should the matter not be resolved via informal discussion, bring the complaint to the principal, who will attempt to resolve the issue through a conference with the community member and the staff member.
- Step 3: Should the matter not be resolved via conference with the principal, the following process is employed:
- The community member should file a written complaint using the IPS Complaint Form to describe the problem, and a suggested solution. The completed Complaint Form should be submitted to the CEO or designee, who will send copies to the principal and staff member;
- The principal and staff member will respond to the CEO in writing or in person; and
- The CEO or designee will then attempt to resolve the matter through a conference with the community member, staff member, and principal.
- Step 4: Should the matter not be resolved via conference with the CEO, the CEO or designee will present the issue to the board. If the complaint is against a staff member, the board may discuss the complaint. The staff member may request that the board discuss the issue in an open meeting. The board will attempt to make a final resolution of the matter. Any formal actions by the board must take place in an open meeting. If such action may adversely affect the contract status of the staff member, the board will give written notice to the staff member of his/her rights to a hearing.
- Step 5: Should the matter not be resolved after the issue is presented to the board, bring the complaint to the Washington State Charter School Commission following the Commission Complaint Process. Please note all of the steps above must be completed first before bringing a complaint to the Commission.
